1. Each State party to this pact undertakes to take, individually and through international assistance and cooperation, particularly on the economic and technical level, measures to gradually ensure the full realization of the rights recognized in this pact by all appropriate means, including through the adoption of legislation. For reasons of synergy, it shares its permanent secretariat services in Brussels with the secretariat of the Committee of the Regions (see Protocol 6 of the Lisbon Treaty on the seat of the institutions). In addition, as part of the 2014 budget procedure, the Parliamentary Office has reached an agreement with the Committee to jointly achieve efficiency gains in the field of translation. Social partners are actively involved, together with government representatives, in formulating a number of legal norms, and strengthening social dialogue is one of the priorities.
