It may be that we can share this information with members of the trusted support team, but only those who have signed a confidentiality agreement (NDA) for not disclosing the information to unauthorized persons. We develop custom products as part of a confidentiality agreement. The German victory in the Franco-German war removed obstacles to a postal union. After the victory over Napoleon III in 1870, the Confederation of Northern Germany and the southern German states joined forces to form the German Empire. Deutsche Reichspost set uniform shipping rates and rules for the new country, but uniformity ended at the German border. According to the ship carrying the letter across the Atlantic, different amounts were needed to send a letter from Berlin to New York.  In order to put the international post office system in order, the German postmaster Heinrich von Stephan called 1874 to another international congress of the post office.  Evaluation This step requires the signing of a confidentiality agreement. Faced with such difficulties in changing mail with Europe, the United States had already taken the lead and called for improved international postal agreements.
General Montgomery Blair, postmaster of the United States, called for an international postal congress in 1863. At their meeting in Paris, delegates defined some general principles of post-cooperation, but failed to agree.  Palestine is an observer state at the United Nations and was granted special observer status for the UPU in 1999. In 2008, Israel agreed to hand over the Palestinian post to Jordan, although this has not been implemented since November 2012.  Palestine received direct mail in 2016.  In November 2018, Palestine signed up-and-coming documents.  However, his application for membership was rejected by 56-23-7 votes in September 2019, with 106 countries not voting, which did not exceed the required two-thirds majority of UPU membership.  The terminal fee system has also created new winners and losers. Since final tariffs were set, low-priced countries, which were net beneficiaries, would make a profit when distributing international mail. Developing countries were low-cost beneficiaries, but also from industrialized countries such as the United States and the United Kingdom.  Since taxes were to be paid on the basis of weight, magazines would be valued at much higher termination fees than letters.  Remailing was banned in 1924, but the UPU did not take action against unbalanced flows until 1969.
The problem of unbalanced flows became acute after decolonization, when dozens of former European colonies entered the UPU as independent states. Developing countries received more mail than they sent, so they wanted to be paid for delivery.  UPU member states are Vatican City and every member of the United Nations, with the exception of Andorra, the Marshall Islands, the Federated States of Micronesia and Palau. These four states sent their mail through another upU member (France and Spain for Andorra and the United States for the Free Association Member States Pact).  The overseas countries of the Kingdom of the Netherlands (Aruba, Curacaao and Sint Maarten) are the only members of the UPU, as well as all overseas territories of the United Kingdom. These members were originally listed separately as “colonies, protectorates, etc.” in the Universal Postal Convention and were in the years with grandfather after B.C. in the states of the Public Union.  Subsequently, EPEA may enter into a confidentiality agreement with the supplier, so that confidential data can be provided directly between the supplier and the EPEA.
